Catch Togepi and Mew

Catch Eevee, Jolteon, Vaporeon and Flareon then put them in your party by themselves. Go to Bill the Pokemon Storage System guy and since those four pokemon are his favourite he will let you in to his backyard. There are two patches of grass. One of them holds lots of Togepi on level 5-25 and the other holds only one Mew on level 70.
