Get Every Steel Pokemon including Jirachi

First, run three times around steven's house.

Fly to Lilycove. Buy ten hyper beams and five protects.

Call every gym leader on your pokenav except your dad.

Beat the elite four ten times using rayquaza only. After the tenth time, talk to your mom 100 times.

Then get an Aggron at level 70 with rock head that has double-edge, surf, rock tomb, and iron tail. Also get a skarmory at level 66 with steel wing, fly, aerial ace, and hyper beam.

Go to fallabror, beat the battle tent eight times.

Go to meteor falls with a Wailord with only waterfall and the other pokemon mentioned above (skarmory, rayquaza, aggron, and wailord). Defeat steven, go to Ever Grande City and call prof. birch. He will say, "come quick! I have a present for you."

Go to Littleroot and talk to him. He will give you a plane ticket.

Go to your house and talk to your mom. The tv will turn on. Go to it and press a, then go to Mauville. Wattson walks up to you and says "my dream to make an airport for Mauville has come true!" Suddenly, the word crash! will appear and the airport will blow up.

Jirachi will appear and it will have an army of steel pokemon. Wattson throws master balls at them and gives them to you!
