Get Lugia without ar/gameshark

Start a new game and set the clock to 5pm. Then catch 20 pokemon before you beat the first gym. When you have beaten the gym, you will see Prof Birch. He will give you the rare pass. Play as normal. When you have beaten the pokemon league, go underwater. There will be a new cave near Sootopolis City. When you find the cave, go inside it and you will find a Lugia at level 45.
