To get mental herb you need to go to fortree city and go to one of the tree houses. You will see a wingull by a man. Talk to the man and wingull will fly away. Fly to mossdeep city and go to the house by the space center. Then talk to wingull and wingull will fly away. Fly back to fortree city and go back to the same house you saw the wingull by the man. Talk to the man and he gives you mental herb. (Mental herb snaps your pokemon out of attraction).
